Can't tell anything about the identity of the two Romanian air force officers, both have the rank of Locotenent-Comandor and wear M1934 uniforms. The first German officer from the first photo, left, resembles Luftwaffe Generalfeldmarschall Wolfram Freiherr von Richthofen, but this can be only a coincidence because I don't see the uniform details. Second German officer, left, also from the first photo, wears a Romanian award, possibly Ordinul Steaua României or Ordinul Coroana României, this makes me think the photo is taken after 22 June 1941, possibly late summer, early autumn 1941.

In the first close-up the uniform may be Italian, in the third close-up we have the Romanian Orthodox Patriarch Nicodim Munteanu (1939-1948).
